Layoffs, Freezes, Retirements For U.S. Public Sector

When Hell.A. Freezes OverWhen Hell.A. Freezes Over (Photo credit: Wikipedia)
More than half of local and state employees continue to work under pay freezes, while others are accelerating their retirements or facing the prospects of layoffs as the effects of the recession linger on the public sector, according to a survey released on Wednesday.
The survey of members of the International Public Management Association for Human Resourcesand the National Association of State Personnel Executives, found public employees also worry about their image.
Some 73 percent of those surveyed said the “public perception of government workers” is a top concern, more those who listed staff retention, healthcare costs and workload sizes.
When revenue collapsed during the recession, state and local governments slashed spending, often laying off workers and freezing job openings. Even though the downturn officially ended in 2009, revenue is only now inching higher in some places... Continue to read.

U.S. Signals Comfort With IMF Bid For More Funds

Deutsch: Offizielles porträt des US-Finanzmini... Timothy Geithner (Photo credit: Wikipedia)The United States on Wednesday threw its support behind a bid to boost the International Monetary Fund's financial resources, signaling greater satisfaction among Group of 20 nations with Europe's efforts to resolve its debt crisis.

The U.S. government will not chip in more money of its own, but warm words from Treasury Secretary Timothy Geithner for commitments by others may clear a path for G20 nations meeting this week in Washington to agree on a way to bolster the IMF's war chest.
The idea is to bulk up so the Fund so it can aid non-European countries that get caught up in the maelstrom emanating from the euro zone.

The effort to expand the IMF's coffers is expected to dominate a meeting of G20 financial officials over dinner on Thursday and during the day on Friday. It will also be front and center at the IMF's semi-annual session on Saturday... Continue to read.

Argentina and YPF: The Oil War

First make the company unprofitable by price controls, then blackmail it by revoking its concessions, then steal it – that seems to have been the playbook of Argentina's government regarding YPF Repsol.
President Christina Fernandez-Kirchner noted in her press conference on the seizure that
Argentina will manage YPF “professionally,” Fernandez said, adding that the country is one of the few that doesn’t control its own oil.
Deputy Economy Minister Axel Kicillof will help De Vido to run the company, according to Fernandez.
[..]
Argentina is expropriating YPF for the “public good,” a government official said in yesterday’s speech.
By this she means: Argentina is one of the few countries where the oil industry was not yet fully nationalized, as if that were a bad thing. The reality of the situation is that the high share of government control all over the world over the oil industry has created a major supply problem, as governments can not possibly 'manage oil companies professionally'. As all state-owned enterprises, nationalized oil firms are inefficient and wasteful – they are not businesses, they are bureaucracies. To wit, a bureaucrat – the deputy economy minister – will now 'help to run the company'... Continue to read

Spain: Mission Impossible

Campo del Moro, gardens beside the Royal Palac...Campo del Moro, gardens beside the Royal Palace (in the background) of Madrid (Spain). Español: Campo del Moro, jardines junto al Palacio Real (al fondo) de Madrid (España). (Photo credit: Wikipedia)Madrid has threatened to seize budgetary control of wayward Spanish regions as early as May if they flout deficit limits, officials said – as investors took fright at the fragility of some eurozone economies... Spain's government Monday warned it could take control of finances in some of its autonomous regions to slash one of Europe's largest budget deficits and shore up investor confidence... News coverage seems to suggest that the markets are panicking about the deficits themselves. I think this is wrong. The investors I know are worried that austerity may destroy the Spanish economy, and that it will drive Spain either out of the euro or into the arms of the European Stability Mechanism... I too have been preaching the "Mission Impossible" idea for months if not years. More importantly, the market has once again latched on to that idea with credit default swaps on Spain's sovereign debt at record highs, and the yield on 10-year Spanish bonds back above 6% today, settling at 6.07% after reaching a high of 6.156% according to... Continue to read

Stocks: Worst Week Of The Year

The corner of Wall Street and Broadway, showin...The corner of Wall Street and Broadway, showing the limestone facade of One Wall Street in the background. (Photo credit: Wikipedia)Yesterday ended the worst week of the year on Wall Street. The DJ-30 lost 1.61% during the week. The SP-500 fell 1.99% and the Nasdaq Comp. dropped 2.24%. This behavior is a result of deterioration in the market since mid-March. At that time, the market seemed to run out of steam.

The main technical indicators showed some deterioration, although the market did not fall significantly. However, this week found a market with no strength and fell heavily on Monday and Tuesday. Subsequently recovered during the next two days. The enthusiasm seemed to return to Wall Street on Thursday, when the market went up quickly, recovering much of the losses of the previous days.

However, Friday was like a bucket of cold water to the bulls. The market returned to drop significantly. But more significant was the way key. I mean the DJ-30 was unable to break the resistance level of SMA 50 days.

Usually, when a stock or an index fails to try to break a resistance level, takes the way back. If this happens in this case, we will see the market fall to the next support. In almost all cases, this level coincides with the SMA 200 days. As of today, that would represent an additional drop of 5.5%. There will have to see if the FED and his friends let a drop of this magnitude.

Longs and Short candidates: SNE, GDP...

Yesterday was the worst day on Wall Street so far this year. The DJ-30 closed in 12,715 points, down 1.65% from the previous day. The SP-500 fell 1.71% and the Nasdaq.Comp. decreased 1.83%. Finally, the Russell-2000 descended no less than 2.36%.

From early in the morning, the bears took control of the market and did not quit until the day was over. All components of the DJ-30 reported falls less HPQ. In the case of the SP-500, about 482 components dropped, and only 174 components in the Russell-2000 experienced an increase.

This reaffirms the market deterioration in technical terms. All indexes minus the Nasdaq. Comp. broke the significant level of SMA 50 days. What's more, the Russell-2000 approached the SMA 200 days. Now, it seems inevitable that the market, through all its indices will challenge this important support level.
Virtually all technical indicators show a large decline and still show no signs of being oversold. That means that the market would have room to keep down even before seeing a rebound. Indicators such as RSI, MACD and Stochastic show a very significant deterioration in the market.

In a circumstance like this is very difficult to find good candidates for long. Yesterday, our system found a few good candidates for longs.

Three candidates for long.

GSV Capital Corp.  (GSVC).- Price: US$ 18.91 (Var: +2.83%). Volume: 0.83 Millions of shares (daily moving average: 0.58 M). Good advance and restart a new leg up.
Motorola Mobility Holdings Inc. (MMI).- Price: US$ 39.37 (Var: +1.34%). Volume: 9.53 Millions of shares (daily moving average: 4.13 M). Nice advance with high volume.
Atlas Energy (ATLS).- Price: US$ 35.99 (Var: +1.27%). Volume: 0.69 Millions of shares (daily moving average: 0.39 M). Good advance but is overbought.

Three candidates for short.

Sony Corporation ADS (SNE).- Price: US$ 18.24 (Var: -9.25%). Volume: 4.89 Millions of shares (daily moving average: 1.31 M). Big gap down wit huge volume. Next stop around US$ 16.50.
Goodrich Petrol Corp. (GDP).- Price: US$ 15.35 (Var: -6.63%). Volume: 1.47 Millions of shares (daily moving average: 1.14 M). Good fall but is short-term oversold.
Best Buy Company (BBY).- Price: US$ 21.32 (Var: -5.87%). Volume: 29.62 Millions of shares (daily moving average: 7.80 M). Big fall with huge volume. Next stop around US$ 17.00.
